We are on the ground in about 170 countries and territories, including Indonesia, working to eradicate poverty while protecting the planet. UNDP supports implementation of the Sustainable Development Goals (SDGs). In Indonesia, UNDP works with the Government to integrate SDGs into national plan and policies.”
In response to the recent Central Sulawesi and NTB earthquakes and tsunami, UNDP has initiated the Sulawesi / Lombok Programme for Earthquake and Tsunami Infrastructure Reconstruction Assistance (‘PETRA’ in short) to support the Government of Indonesia’s Rehabilitation and Reconstruction programmes in the two Provinces.
The ultimate goal of PETRA is to contribute to the rehabilitation and reconstruction of key infrastructure to support the resilient recovery of disaster-affected communities in both provinces. It addresses the need to accelerate the restoration of critical public services (such as health and education), improve economic livelihood opportunities for affected communities, while, at the same time, enhancing resilience to future shocks in both provinces. It will be guided and informed by the post-disaster needs assessments and will be fully aligned with relevant national and sub-national recovery plans.
PETRA will deliver two outputs, namely: (a) Rehabilitation and reconstruction of partially and fully damaged infrastructure for critical public services; and (b) Rehabilitation of affected communities’ economic infrastructure to promote more resilient and sustainable livelihoods
The CRME Officer will be responsible in designing and implementing the communications and reporting plan of the Proect. In addition, the incumbent will also be involved in the programme team to streamlining the media and communications activities and producing the periodic reports in consultation with communication team Country Office UNDP Indonesia. Additionally, the incumbent will be also responsible for monitoring and evaluating project activities
The CRME Officer will support team and work in close collaboration with programme, operations , communication in the CO, technical advisors, experts, Government officials, and other relevant stakeholders to successfully implement the UNDP emergency response project.

Duties and Responsibilities

    1.Under the direct supervision of the Project Manager, the incumbent will perform the following tasks:
  • Ensure that information and data from the field is captured, documented, analysed and reported in a results-based and timely manner;
  • Ensure effective communications, visibility and knowledge management;
  • Contribute substantially to the proposal development process;
  • Develop, implement and monitor a project communication and visibility plan, facilitate better understanding among partners about programme progress, and adhere to UNDP and development partner guidelines on communications and visibility;
  • Undertake filed visits to gather the information and results related to the programme;
  • Assist the all components of the programme in producing and documenting all kinds of programme related reports including visibility material;
  • Establish and maintain fully operational state-of-art programme documentation unit;
  • With input from the project colleagues, produce high quality quarterly programme progress reports;
  • Provide high quality editing and formatting for all programme related documents;
  • Support programme staff in organizing and managing seminars, workshops, press conferences and field visits as required;
  • Prepare and edit press releases, programme related progress reports and documents;
  • Provide relevant expert services to the project management unit, programme components and implementing partners on reporting and communications and act as a facilitator or trainer;
  • Provide through progress reporting continuous analysis of the achievements, facilitate project review, evaluation and audits;
  • Ensure the maintenance of sound filing system and appropriate use and recording of all project experience, activities and results;
  • Implement all reporting and communication work of the programme

  • 2. Facilitation of knowledge building and management, producing and disseminating lesson learnt from designated projects and support to the promotion of cross-project, cross-unit knowledge fertilization focusing on the following results :
  • Ensure that key learning is extracted from the emergency response implementation, and incorporate them in emergency response and staff development processes
  • Identification of entry points for knowledge generations and knowledge sharing from project experience;
  • Effective contributions to knowledge networks and communities of practice.
  • Provision of support to the information sharing event and dialogue within the donor community by initiating and/or participating in consultative meetings that will address the issues and needs in collaboration with key partners.
  • Maintenance of established advocacy networks which are linked to international networks and proposed for expansion of network to the Technical Officer at Country Office, thus relevant, high-impact advocacy campaigns are implemented with key partners.
  • Effective support to the establishment of showcase to external stakeholders on progress made and impacts delivered

  • 3. The Monitoring and Evaluation aspects of the assignment focusing on the following results
  • Developed and strengthened pf monitoring, inspection and evaluation procedures
  • Monitored all project activities, expenditures and progress towards achieving the project output;
  • Effective recommendation for further improvement of the logical frame work;
  • Development of monitoring and impact indicator for the project success;
  • Effective monitoring and evaluation of overall progress on achievement of results;
  • Effective monitoring of the sustainability of the project's results;
  • Provision of feedback to the Project Manager on project strategies and activities;
  • Effective strategy to the Project Management Unit for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;
  • Effective monthly, quarterly, half-yearly and annual progress report on all project activities to the Project Manager;
  • Effective capacity assessment on existing monitoring and evaluation system Develop indicators and a monitoring strategy for the project;
  • Provision of inputs, information and statistics for quarterly, annual and other reports to Project Management Team and UNDP;
  • Participation in the annual project reviews and planning workshops and assist the Project Manager in preparing relevant reports;
  • Effective support on monitoring and evaluation of the effects and impact of the project;
  • Effective support in coordination across the available components of the Project to ensure effective implementation of M&E/MIS;
  • Effective technical support to the the project personnel with M&E tools and in supporting them in their use.

  • 4. Supports effective management of the project monitoring and reporting process, focusing on achievement of the following results:
  • Support to development of Terms of Reference (TOR) for specific project/thematic/sectoral monitoring and reporting missions, participation in consultant and evaluation team selection, technical feedback on evaluations and budget oversight.
  • Provides guidance on monitoring and reporting policies, procedures and practices to all project team including provision of guidance at the design stage of programmes/projects.
  • Supports the analysis and synthesis of data

  • 5. The incumbent of the position should avoid any kind of discriminatory behavior including gender discrimination and ensure that
  • Human rights and gender equality is prioritized as an ethical principle within all actions;
  • Activities are designed and implemented in accordance with “Social and Environmental Standards of UNDP”;
  • Any kind of diversities based on ethnicity, age, sexual orientation, disability, religion, class, gender are respected within all implementations including data production;
  • differentiated needs of women and men are considered;
  • Inclusive approach is reflected within all actions and implementations, in that sense an enabling and accessible setup in various senses such as disability gender language barrier is created;

Required Skills and Experience

  • Master Degree in Communication, Public Relations Project Management, Monitoring and Evaluation or other relevant fields of study would be desirable, but it is not a requirement.

  • Minimum with 7 years of relevant experience for candidate with Bachelor Degree or 3 years’ relevant experience for candidate with Master Degree in providing communication advisory services.
  • Solid experience in establishing inter-relationships among international organization and national governments.
  • Solid experience in humanitarian coordination, networking with journalist;
  • Experience in monitoring and reporting would be highly desirable;
  • Relevant experience at the national or international level in public relations, communications or advocacy.
  • Proven experience with planning, design and implementation of Monitoring end evaluation systems, M&E methods and approaches and data/information analysis .
  • Experience from working in complex and volatile contexts
  • Experience including analytical work, programme/project development in Indonesia would be preferred.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc),
  • Good knowledge about rules, procedures of UN/UNDP will be highly desirable.

Language Requirements: •
  • Fluency in written and spoken English is an absolute necessity;

Other Requirements:
  • Demonstrated strong familiarity with UNDP development projects in Indonesia.
  • Knowledge on various donor’s reporting requirements
  • Good inter-personal and team building skills.
  • Full time availability for project management support duties is essential.
  • Familiar with Government and UN/UNDP procedures would be desirable
  • Experience in handling of web based management systems would be highly desirable.
