Program Overview

The overall objective of the One Map Initiative is to transform land use decision-making processes to be open, accountable, and participatory. WRI Indonesia will achieve this through catalyzing a unified and transparent land use planning and monitoring system that is accessible to all land use stakeholders. Through partnership with local governments, civil societies and the private sectors, WRI Indonesia will develop a model of engagement that can be used to scale this approach into a National One Map Initiative. The work will span five years, focusing on Riau, South Sumatra, Papua, and West Papua provinces. Other project portfolio related to One Map Initiative includes, but not limited to, Land Use Accountability (LUA), Forest Law Enforcement, Government, and Trade (FLEG-T), Restoration, and Governance Center.

Job Summary

The Research Analyst will be based in Manokwari to provide support in research, analysis, project management, and stakeholder engagement of the One Map Policy in West Papua Provinces. He/she will contribute to the development of high-quality research products that are designed to inform targeted audiences and facilitate program management and development. Reporting to the Papua Regional Manager of WRI Indonesia, he/she will coordinate with other key personnel of the projects. He/she will provide support in research analysis and necessary stakeholder engagement activities to achieve the intended targeted impact on One Map Initiative in West Papua Provinces. He/she will liaise closely with the partners implementing similar programs as well as relevant agencies of the Government, local authorities, and civil society.
Job Responsibilities

The Research Analyst’s main areas of responsibility will include the following:

Research & Knowledge (60% of time required)
  • Conducting research and analysis on Papua’s forest and land use, specifically issues related to One Map Policy (laws and regulation, government reform, participatory mapping, state and non-state agencies relationship), Natural Resource Management (spatial planning, environmental conflict, water, biodiversity), land-based commodities (forestry, plantation), and equitable society (indigenous people, local community, gender);
  • Support to identify and advance new lines of research and analysis relevant to the projects’ influence strategy and objectives at the provincial and District level in West Papua provinces;
  • Support to facilitate meetings and training for various stakeholders at the Provincial and District level in West Papua provinces on WRI Indonesia’s research tools and knowledge products;
  • Support data acquisition and extraction, data analysis (quantitative and qualitative), data presentation, GIS mapping, reporting and presentations at the Provincial and District level in Papua and West Papua provinces; and
  • Work with the other research team in authoring or co-authoring knowledge products and other communication documents (e.g., reports, briefs, data products, tools, blog).
Program/Project Management (20%)
  • Assist Papua Regional Manager to monitor and managing project deliverables at the Provincial and District level in West Papua provinces together with other key personnel in WRI Indonesia, WRI Global, and its partners;
  • Work in partnership with government agencies, private sector and other NGO’s to develop collaborative approaches for strategy development and project implementation for the One Map Initiative at the Provincial and District level in West Papua provinces;
  • Assist Papua Regional Manager in developing project documents and contribute to presentations and donor proposals;
  • Document progress of activities and contribute to ongoing institutional M&E and donor reporting; and
  • Support in planning and designing program/project by translating project logical framework into strategies and work plans at the Provincial and District level in West Papua provinces, including the risk management for the programs/projects’ successful outcome.
Stakeholder Management and Communication (20%)
  • Liaise outreach and cultivates relationships with potential partners, development partners, and stakeholder for forest and land use work at the Provincial and District level in West Papua provinces (including governments, private sectors, CSOs, foundations, and individual public figures);
  • Contribute to briefs writing, blogs publishing, and conduct media interviews to raise the profile of WRI Indonesia’s ongoing One Map Initiative’s work; and
  • Develop and disseminate communications materials, such as reports and presentations, and deliver presentations at public speaking events as needed.

Job Qualifications
  • Legally able to work in Manokwari
  • Bachelor’s degree in law, public policy, natural resource management, environmental economics, or a related field from a reputable institution required;
  • Minimum three years of full-time work experience in a relevant field with strong research and program management in the area of environment and development in Papua and West Papua provinces.
  • Direct hands-on experience in conducting desk and field research, writing reviews and reports in the area of government reform, land use management, or natural resource governance in West Papua provinces.
  • Strong interpersonal skills, working with people from a variety of backgrounds.
  • High attention to details, well organized, and strong analytical skills.
  • Excellent oral and written communication skills.
  • Self-motivated and able to work independently and as a team player.
  • Ability to travel when needed.

Preferred Qualifications
  • Bachelor’s degree in natural resource management, forestry, agriculture, environmental economics, law, public policy, or a related field from a reputable institution(s) preferred;
  • Strong network of relationships and partnerships with local governments (especially within the BAPPEDA, Forestry Agency, Environmental Agency), civil society, and other stakeholders related to forestry and land use issues in West Papua provinces preferred;
  • Published article or journal related to government reform, land use management, or natural resource governance.
  • Proficiency in processing quantitative/qualitative data using software (STATA, Invivo), spatial data using GIS software (e.g., ArcGIS) or graphics software (e.g., Adobe Illustrator) to produce high quality visual and reports for publication;
  • Familiarity with One Map Policy in the national and local level.
  • Professional fluency in Bahasa Indonesia and English.
Performance Standard:
  • Effective teamwork and communication;
  • Research activities and program management are expected to be carried out timely and satisfactory with minor supervision.
  • Must be capable of setting priorities and working under pressure.
  • Must be able to multi-task and planning several events simultaneously.
  • Ability to work well with internal and external participants is essential.
  • Knowledge of Microsoft Office Suite is imperative.
